Chengdu releases White Paper on Chengdu Industrial Development

The Chengdu National Central City Industrial Development Conference opened at 9 am, July 2, 2017. The conference released The White Paper on Chengdu Industrial Development. For the first time, it shows the industrial layout and positioning of dominant industries in Chengdu after upgrading the Industry Distribution Plan.
According to the White Paper, it will take five years for Chengdu to launch a new high-end modern industry system based on the technology and knowledge intensive industries.
The Industrial layout is based on five key areas: “East Development, South Expansion, West Control, North Transform and Central Optimization.”These five key areas are the prominent focus of the development plan.

East Development
Focus on the advanced manufacturing industry and international service industry; support the automotive manufacturing, aerospace, new energy, intelligent manufacturing; focus on the productive service industries including research and design, inspection and testing techniques, aviation logistics; build a modern industrial base.
Focus on hi-tech industry and develop new generation information technology, high-end equipment, bio-medicine, big data, sharing economic strategies and reform; strengthen the regional functions, such as the international exchanges, technology innovation, and organization of local and international expos and conferences.
Focus on the eco-friendly industry, construct a green and low carbon industry system, and support the low energy-consumption through low emission, high efficiency and hi-tech industries; focus on the cultural industry, the agriculture landscape, the health and wellness tourism and sustainable farming.
Focus on the productive service industry and luxury service industry; support the financial industry, the headquarters, cultural and creative industry, modern medicine, urban tourism; construct a modern service industry suburban area with professional office buildings; promote the development of local Sichuan culture and education.
The White Paper lists 3 key industries: Advanced manufacturing, modern service and integration industry and modern agriculture. These include 37 key fields, such as electronic information, automotive manufacturing, equipment manufacturing, bio-medicine, and modern finance.
The White Paper lists 66 important industrial parks (gathering areas). A “five-in-one” management system, including the overall plan, investment structure, park design and planning guidelines, policies and public service of guiding industry, and public service and facility constructions will be introduced in all the parks.
The White Paper lays out the support policies for two national pilot zones and the municipal industry development which cover seven aspects: talents, transformation of scientific and technological achievements, intellectual properties, land, finance, energy, and logistics. As for the talents, now any holder of an undergraduate diploma (or higher) from a four-year university (full time studies) can directly apply for a Chengdu hukou.
