Speakers included Ms. Li Lu, Principal of GM &amp; Associates and Vice-Chair of AmCham China\u2019s Chinese Government Affairs Committee; Mr. Yuan Haiying, President of Yuan Associates; David Kelly, Managing Director of China Policy and Dr. Liu Ke, Deputy Director of Center for China and Globalisation. This event was moderated by Rowan Callick, Asia Pacific Editor of the Australian Newspaper.<\/p>\n<p style=\"text-align: justify;\">The panel of experts guided discussion on the 13<sup>th<\/sup> Five Year Plan, with topics ranging from innovation and the rule of law to environmental concerns and administrative ideology. He is currently Asia-Pacific editor of The Australian newspaper.<\/p>\n<p style=\"text-align: justify;\">He graduated with a BA Honours in Theology and Sociology from Exeter University. Then he worked for a daily newspaper in the north east before moving to Papua New Guinea as information officer for the Anglican church, which was then on the verge of becoming a full province with its own Archbishop.<\/p>\n<p style=\"text-align: justify;\">He had been immersed in ecumenical youth work in England, and had been accepted by the Archdiocese of York for ordination training, and thought it would be helpful to experience working with the church in the developing world before taking up his place in theological college.<\/p>\n<p style=\"text-align: justify;\">But he learned in the process, that his first vocation as a journalist could also be one that gave him great opportunities to serve God. Soon, he became the Anglicans\u2019 contribution, as editor in chief, to the development of an ecumenically owned publishing, printing and retail group in PNG, Word Publishing. He ended up staying in PNG for 11 years.<\/p>\n<p style=\"text-align: justify;\">In 1987 he moved to Australia, working for almost 20 years for The Australian Financial Review, finally as Asia Pacific Editor. From 1990-1992 he was a senior writer with Time magazine. He joined The Australian at the start of 2006, as China Correspondent. After three years in Beijing, he moved to Melbourne, as Asia-Pacific Editor at the start of 2009.<\/p>\n<p style=\"text-align: justify;\">In Melbourne, he has been a lay preacher, an adviser to The Melbourne Anglican, and a vestry member at St James\u2019, Thornbury. He is married with two children.<\/p>\n<p style=\"text-align: justify;\">He has been over the last 15 years, for different periods, a member of the National Advisory Council on Aid Policy, of the board of the Australia Indonesia Institute, and of the Foreign Minister&#8217;s Foreign Affairs Council<br \/>\nHe won the Graham Perkin Award for Journalist of the Year for 1995, and two Walkley Awards, for Asia-Pacific coverage, for 1997 and 2007.<\/p>\n<p style=\"text-align: justify;\">Rowan has been an examining chaplain since 2009, and has found it an exciting and uplifting experience. He says:\u00a0I am especially interested in how the church adapts to new experiences and opportunities, as I have had to do in my own life, including living as an expatriate in different countries, and as a migrant here in Australia.<\/p>\n<p style=\"text-align: justify;\">It is terrific to be able to meet the people of all cultures and backgrounds who are discerning their vocations in and with the church. He has a particular interest in the external impact of China\u2019s governance model.<\/p>\n<p style=\"text-align: justify;\">A skilled workshop facilitator and driver of organisational learning on China, David is known for leading tough, China-grounded debate in corporate boardrooms. A sought-after international media commentator, he frequently appears on the BBC, Voice of America, Australian ABC, Al Jazeera and in leading print media.<\/p>\n<p style=\"text-align: justify;\">David is concurrently a Visiting Professor at Peking University. He holds an honours degree in anthropology and philosophy and a PhD in Chinese studies from the University of Sydney. He has held a Fulbright Fellowship at the University of Chicago and senior academic positions in Australia, Singapore and China. Early IT training led to the development of ChinaBase, a bilingual software system specialised for tracking China\u2019s policy realm. The system underpins the evidence-based research methodology at China Policy.<\/p>\n<p style=\"text-align: justify;\"><a href=\"http:\/\/westchina.austcham.org\/wp-content\/uploads\/sites\/5\/2016\/03\/Dr.-Ke-Liu-Headshot.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-16699\" src=\"http:\/\/westchina.austcham.org\/wp-content\/uploads\/sites\/5\/2016\/03\/Dr.-Ke-Liu-Headshot-260x300.jpg\" alt=\"Dr. Ke Liu Headshot\" width=\"137\" height=\"158\" \/><\/a><\/p>\n<p style=\"text-align: justify;\"><strong>Dr. Liu Ke, Deputy Director of Center for China &amp; Globalization<br \/>\n<\/strong>Dr. Ke Liu got his Ph.D. from City University of New York; Master in Management from Rensselaer Polytechnic Institute. He started his career at Exxon-Mobil and then worked in United Technologies Corp (UTC) and General Electric (GE) for many years.<\/p>\n<p style=\"text-align: justify;\">He returned to China in 2010 and became the Vice President and Chief Technology Officer of the National Institute of Clean &amp; Low-carbon Energy (NICE). He is also the Director of the Chemistry and Chemical Engineering Division of the National 1000 Talents Plan Association of China. In 2013, Dr. Ke Liu was appointed as the Vice President of Shenhua Research, and he was also elected as the Deputy Chair of Beijing Returnee\u2019s Association. Last year, Dr. Liu was also elected as the Foreign Fellow of the Australian Academy of Technology and Engineering, the highest honor for engineers in Australia.<\/p>\n<p style=\"text-align: justify;\">Dr. Liu received a variety of national and international awards, including \u201cThe Minorities in Research Award\u201d (2006 Emerald Honors Special Recognition Award, and the 2013 PITT Award which is to honor one individual globally each year, who has made a significant contribution to the new technologies, new procedures or new policies toward power generation, coal conversion and utilization industry, which is the \u201cNobel Prize of this Field\u201d. Due to his outstanding contributions to the industry, Dr. Liu was elected as the Board Member of the former \u201cPower, Environmental &amp; Energy Research Center\u201d of California Institute of Technology; and currently he is the board member of the International Pittsburgh Coal Conference Organization.<\/p>\n<p style=\"text-align: justify;\">Dr. Ke Liu is also a partner of the Enverra Capital LLC. Enverra was funded by the former Supreme Allied Commander of NATO, and 2004 Democratic Presidential Candidate General Wesley Clark, the Founder of the US-Quarter Business Council, and the Senior Partner of the Patton Boggs LLP Mr. David Dunn et al. Enverra combines its global leadership to promote clean and sustainable energy technologies and natural resources to reduce emissions globally. Recently Dr. Liu was also elected as the board member of the Carnegie-Tsinghua Center. She worked at China International Public Relations Associations, before launching Enterprise Research Center under China\u00a0National Committee for Pacific Economic Cooperation. She received her Master\u2019s degrees in International Relations from Beijing Foreign Affairs University and in Law from Lund University in\u00a0Sweden.<\/p>\n<p><a href=\"http:\/\/westchina.austcham.org\/wp-content\/uploads\/sites\/5\/2016\/03\/Haiying-Yuan-Headshot.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-16700\" src=\"http:\/\/westchina.austcham.org\/wp-content\/uploads\/sites\/5\/2016\/03\/Haiying-Yuan-Headshot-214x300.jpg\" alt=\"Haiying Yuan Headshot\" width=\"124\" height=\"174\" \/><\/a><\/p>\n<p><strong>Mr. Yuan Haiying, President of Yuan Associates<\/strong><\/p>\n<p style=\"text-align: justify;\">Mr. Yuan Haiying founded Yuan Associates in February 2004, and since then he and the firm have become major players in China\u2019s growing government affairs industry.<\/p>\n<p style=\"text-align: justify;\">Mr. Yuan has thirty years experience in the Chinese Government, including senior diplomatic postings in Washington D.C., as China\u2019s Agriculture Attach\u00e9, and in Rome, as the Alternate Representative to the United Nations Food and Agriculture Organization (UNFAO). He has been involved in negotiations on numerous bilateral and multilateral agreements in the areas of trade, investment, agriculture, forestry, fishery and environmental protection. For his efforts, Mr. Yuan received an Outstanding Contribution Certificate from the U.S. Secretary of Agriculture and Outstanding Contribution Awards from the U.S. Forest Service and the U.S. Fish and Wildlife Service. In China, Mr. Yuan was the Director of the Ministry of Forestry\u2019s Department of International Cooperation, where he coordinated the Ministry\u2019s relations and joint projects with foreign governments and international organizations.<\/p>\n<p style=\"text-align: justify;\">After retiring from public service, Mr. Yuan worked as Senior Vice President at Edelman Public Relations for three years and as Vice President at APCO Worldwide for three years. Mr. Yuan chaired the Government Affairs Committee of the American Chamber of Commerce and the China Quality Brands Protection Committee (QBPC) of the Chinese Government Cooperation Committee. Additionally, he was a Council Member of the China International Public Relations Association (CIPRA) and the Beijing Foreign Investment Association.<\/p>\n<p style=\"text-align: justify;\">Mr. Yuan graduated from Peking University with a degree in English and International Politics.
